O’Neill has been Deputy Assistant Secretary for the Western Hemisphere at the U.S. Department of the Treasury and has served as an adviser and as member of the Board of Directors for companies such as Erste Bank, Vienna, Austria; Mercantil Commercebank, Florida; the Latin American Agribusiness Development Corporation, Florida; and JP MorganChase. He has also been a Director Emeritus of the Institute of the Americas in La Jolla, California and is a permanent member of the Council on Foreign Relations.
