Salt Lake City / UT. (gov) The Utah Governor’s Office of Economic Opportunity awarded Utah Flour Milling a post-performance tax reduction for its expansion into Cache County. The corporate incentive is part of the state’s Rural Economic Development Tax Increment Financing (REDTIF) program. As part of the agreement, Utah Flour Milling projects to create 31 new, high-paying jobs and invest USD 57,000,000 in rural Utah during the next five years.

As part of a partnership with Campbell’s, Utah Flour Milling, LLC will build a flour mill adjacent and connected to the Campbell bakery. The onsite mill is a partnership between PHM Brands’ Panhandle Milling and Nippn Corporation, Japan’s first private mechanical flour milling company and the country’s leading manufacturer of flour. Utah Flour Milling is dedicated to organic, non-GMO, kosher, halal, and GFSI-BRC-certified processes. Utah Flour Milling emphasizes technological advancements and operational efficiency, positioning itself as a crucial supplier to Utah’s food manufacturers. Its Richmond, Utah facility, located near a Campbell Snacks baking plant, will primarily focus on producing flour for industrial bulk and pack customers. The facility will be equipped with state-of-the-art technology. The Utah mill will increase supply reliability, provide capacity for continued growth, and improve plant efficiency. In addition, the mill will reduce the site’s greenhouse gas emissions by eliminating over 2,200 trucks per year transporting flour from the mill to the bakery. As part of the broader initiative by PHM Brands, operating in Colorado, Texas, Illinois, and Indiana, Utah Flour Milling contributes to delivering high-quality products.
